A living wage law for Jacksonville

In the name of progress it would be in the city, and the public's best interest, to enact a living wage law of $9.50 an hour to start for for all people in Duval County working full and part-time hours and $11.50 an hour to start without healthcare benefits. I would include a requirement that any company receiving a contract or tax incentive from the city pay a minimum of $12.00 an hour to start. I would also include exemptions for salaried employees who are paid on draw(that mimicks a living wage salary based in 40 hours) or tips.

The benefits of a living wage is that it will allow for more self sufficiency and consumption.
Protect area workers from wage slavery as statistics show that starting wages have gone down here since 2008.
The Federal Minimum Wage has not been adequately adjusted for inflation since 1968 when the minimum kept 70% of workers above the poverty line.
